The main parameters of ethnic environment and mass media in modern information and communication environment of a diaspora in the context of ethnic preservation

The relevance of the paper is proved by the role of mass media in the life of modern society. The research experience of the group of scientists, who studied the problems of the reflection of ethnicity in mass media, helped to distinguish five main parameters of interaction: organization and functioning of ethnic channels in mass media; mass media audiences that get ethnic information; ethnic information; civil journalists who spotlight ethnic matters; legal foundation and norms of ethnic journalism. Analyzing these parameters the author makes an attempt to define the character and the format of the reflection of ethnicity in mass media, it helps to find an opportunity to preserve ethnicity with a help of mass media that creates its own information and communication environment of a diaspora. By way of example, the researcher described the information and communication environment of Polonia in Western Siberia. The complexity of the problem of the nature and essence of ethnicity predetermines the existence of several approaches: primordialism, constructivism and instrumentalism. There are not unified definitions of some key concepts in this paper that were taken into consideration, such as mass media, information and communication environment. Back on topic of the main parameters of ethnic environment and mass media it is necessary to notice that during the research of communication environment of Polish diaspora in Western Siberia we marked out and analyzed four main ethnic channels - the first component of ethnic environment and mass media: "Polonian organization - Polonian organization", "Polonian organization - country exodus", "Polonian organization - host country", "Country Exodus - host country". Mass media audiences that are interested in ethnic matters are a part of ethnic environment and mass media and can be divided into three parts: the representatives of Polonian organizations, interested party of the country of exodus and host country. The third parameter of ethnic environment and mass media - ethnic information is considered according to its main content. The fourth component - authors who spotlight ethnic information, this example was also based on Polish diaspora in Western Siberia. We managed to reveal the problem of professional shortage in this field. The problem of the legal nature of ethnic information (that is the fifth parameter) made us address the main legal documents in the sphere of mass media and also regulations of Polonian organizations. Thereby, using information and communication environment of Polonia in Western Siberia the author introduced the characteristics of the main parameters of ethnic environment and mass media, they were indicated as tools which help to preserve ethnicity in nonethnic environment.
