SYSTEM APPROACH TO MANAGEMENT OF AN EDUCATIONAL PROCESS IN INSTITUTION OF HIGHER LEARNING

Information technologies are a powerful tool for improving of effectiveness of learning and science researches in universities and these technologies determine competitiveness of universities. Many Russian universities use in-line processing information systems and subsystems. But they are engineered to automation of separate processes in university. Therefore it becomes the actual problem of creation information systems, in which would be translated the possibility into action of cooperation on university - wide, especially in the management of the educational process. The process of moving to an integrated system related to temporal, labor, material costs. The presence of complex automated control systems allows quickly to solve the operational management tasks and receive the same positive answers to their questions in various areas of activity of the university, but also to make the right management decisions. Learning management systems are used to creation of educational resources, management and distribution these materials. It allows do managing, document, monitoring and generating reports on ongoing program of e-learning. Also systems include a function of the training content developing (educational objects). Currently, there are a large number of learning management systems, such as free or commercial development. In this article it analyzed LMS of 21 universities, which take part in the project «5-100». The project «5-100» is the competitiveness enhancement program of the largest Russian universities. It identified university systems to manage educational activity; also, it determined types of educational process automation systems. 13 universities use ready commercial or free developments, six universities apply their own university developments for education process management. At this moment, it is carried out a partial automation of the educational activity. Universities selected a direction to the construction and development of a common information space. The reason is the automation of separate processes developed at different times. The integration of these systems is difficult, it requires time, labor and material costs. In article it came forward experience of creating a common information space of the Tomsk State University as an example of a separate IT-project on creation of the automation system of education process management (creation of the customization to the LMS Moodle “electronic dean's office”) was considered. We show functionality and problem areas in the customization LMS Moodle “electronic dean's office”.
