Theory and practice of knowledge transfer University 3.0
The research is focused on the foresight practice of modern universities which increasingly feel the necessity to commercialize the scientific research and to increase their contribution to the development of the region. Today, the world economy is undergoing the system transformation that fundamentally changes the structure of its growth and development as well as the attitude to the assessment and use of the core resources. The major driver force of the production growth nowadays is the ability to reproduce and manage intellectual property, and universities are the key element of this new reality. They are the platforms of reproduction of the knowledge economy. It is a new concept of university development, it differs greatly from traditional ideas about university functions. In the original version, universities were focused on education and talent search. Then, in the University 2.0 version, its functions were expanded by forming competencies and using the experience demanded by the economy. However, it is not enough for universities now to be scientific and educational institutions only. The University 3.0 concept implies the transition of the educational organization to a new version: models of the proactive idea generation technology, concentration of talents, markets and B2B. In fact, universities are beginning to act as economic agents of large companies that are able to control the results of intellectual activity and are well aware of the principles of operation of new markets. But if world-class universities combine the flows of human and financial capital, they also assume the role of system integrators of the main processes of technological innovations within the entrepreneurship ecosystem. In Russia, this process is at an early stage. World-class university centers are increasingly focused on preparing a new class of players for modern science and technology platforms. The theoretical foundation of the research is the works of domestic and foreign scientists in the field of general theory of education, universitology, synergetics, innovative management, as well as the works related to the issues of improving the competitiveness of universities. Methods of economic and system analysis, strategic forecasting, comparativistics and generalization serve as the methodological foundation. The use of these methods allowed to identify priority directions of increasing the competitiveness of universities and their value on the basis of knowledge transfer. The scientific novelty of the research is that: the place of transfer in the innovative university is defined; the concept of personified cumulative knowledge as specific innovations formed in the minds of people through the received practical experience is characterized, the instruments of its foresight are offered. The article specifies that it is not enough to give knowledge to students in isolation from the actual production. There is a difference between the cognitive models of university researches and the headmaster, and it creates difficulties for their communication. Russian universities have to overcome difficulties in the knowledge transformation and technology transfer in order to reach a new level: the export of knowledge to foreign countries. According to the Center for Strategic Research, trends are the development of soft infrastructure and services, not capital investments. With that, knowledge based capital investments include 3 types: computerized information (software and databases); innovative property (patents, copyright, design, trademarks); economic competencies (including brand, specialized human capital, networks of people, institutions and organizational know-how). All of them are concentrated in innovative universities being analyzed in the paper.
