Some problems of the use of experience of higher legal education development of the EU states in Russia

The article analyzes the realization of the Bologna process in higher education in the Czech Republic. The authors examine the modes of organization of legal education in Czechia. It is noted that the absence of unitary national standards in the above sphere together with a high level of independence of educational establishments are evaluated by the educational community in the Czech Republic ambiguously. Some specialists consider the provision of standardization in legal education to be necessary either on the national or supranational level. The formation of common European accreditation educational standards is going on slowly and this leads to an excessive differentiation including the isolation of educational programs and is essentially a destabilizing and a centrifugal factor in this sphere. Under close examination of the problem it turns out that a European model declared in the Bologna agreement will not be able to ensure adequately the transformation of European national systems of higher legal education into the integral international structure in the nearest future. Effective realization of all provisions of the Bologna declaration in Russia can be ensured only under the condition of preliminary consideration of European accreditation educational norms in both national and local standards of Russian educational establishments. Otherwise, there will be some problems connected with the recognition of Russian higher education programs in the EU countries. The authors propose some other ideas relating to the use of Czech experience in the sphere of reformation and organization of legal education in Russia while realizing the Bologna agreement.
