The essence of the organization of illegal migration as an informational potential for the formation of special criminalistical methods for the investigation of such a category of crimes

The growth of industrial production in Russia and the achieved level of social development make our country attractive for the citizens of some states and we observe the growth of migrants every year. However, the number of illegal migrants is steadily growing: the lack of any information about these people helps them to commit crimes. The increase of the number of grievous and extremely grievous crimes committed by illegal migrants from the former USSR countries is a matter of deep concern. It's possible to mention such a negative phenomenon for the Russian state as an in-move of illegal migrants for the purpose of committing crimes. The qualitative characteristic of the above phenomenon is the organization of illegal migration by organized criminal groups. It is noted that some difficulties in detection and investigation of illegal migration are often predetermined by the lack of necessary criminalistical recommendations. The article provides a detailed analysis of special works dealing with different aspects of struggle against illegal migration. It is stressed that there is no complete criminalistical conception of detection and investigation of organized illegal migration but only separate and incomplete information about the elements of the corresponding special criminalistical methods. The criminalistical characteristic of illegal migration organization holds a central place among the above elements. Many authors unreasonably ignore such criminalistically important circumstances as time and place of the crime under consideration but refer the purpose of illegal migration to the elements of a criminalistical characteristic because this circumstance is "dissolved" in such universally recognized elements of a criminalistical characteristic of the crime as the personality of a criminal and modus operandi. In the conclusion the authors stress the significance of the formation of special relevant criminal-istical methods reflecting the existing threat of illegal migration to the national security of Russia.
