Violation of the requirements to fire safety as the subject for criminalistical scientific cognition

The prerequisite fora detailed research of requirements to fire security in criminalistics literature is a high public danger of fires which some authors consider to be one of the main threats to mankind comparable with the destructive consequences of current local wars. It's necessary to form special criminalistical methods for the investigation of violations of fire security rules taking into account two interrelated important circumstances. The first one is connected with burning objects which can be subdivided into those for social use and dwellings. The violations of fire security rules on the objects of social use can result in numerous victims and due to the complicated structure of such objects require a detailed examination of the scope of persons who are responsible for the observance of the specified rules. Scientifically, it is possible to speak about a special content of some separate elements of the criminalistical characteristic of the crime under investigation and, above all, about circumstances of the crime and the personality of the criminal. Any violation of the fire security rules in the private sphere has some specific distinction in its criminalistical characteristic, in particular, in the circumstances of the crime and personality of the criminal. However, it does not mean the lack of actuality in developing the methods for investigation of these crimes. Another important circumstance which should be reflected in the new methods for investigating criminal violations of fire security rules is a different character of investigative situations during a criminal case investigation; unlike "high profile cases" the investigation of criminal violations of the above rules by citizens is rarely accompanied by countering the investigation. We need to point out that the obviousness of causes of burning and guilty citizens involved in it leads sometimes to a cursory investigation of a household fire and this is inadmissible. It's necessary to take into account the differences in the range of investigative versions which can be different for cases of burning on the social objects and dwellings (premises) that belong to citizens and in the investigative and other procedural actions in this category of criminal cases taken together.
