Land developmenta form of natural resource management
The article deals with land development activity, which is characterized by the use (transformation) of natural objects for the construction of buildings and facilities. Such activity is ecologically significant and is considered to severely affect natural resources for both living and future generations and, therefore should meet the requirements of environmental protection. This activity is a part of construction and land development, a form of natural resource management. Some natural resources are under the direct influence of this during the process of construction, and others are under an indirect one. Land development is connected with certain public relations, i.e. relations in the sphere of construction. These relations are consistent, objective and deal with the direct use of land (either covered by water or forests) and, perhaps, mineral resources. The relations in the sphere of land development are distinguished by their origin (the cooperation of society with nature), object (nature or its separate component), subjects (a person who uses natural resources or affects nature in any other way), content (transformation of nature) and purpose (construction of building and facilities - the objects of real property). The author comes to the conclusion that land development (construction activity) is a form of natural resource management, which is manifested in the system of public relations by its use of natural objects to construct buildings and facilities, to reconstruct them and to construct quasi-natural objects. The use of nature gives rise to its relations in the sphere of environmental protection. The relations between land development and its regulation form the basis of ecological law.
