On the problem of regional crime prevention

The significance of a scientific approach to the administration of social processes which form the sphere of controlling actions on the part of law enforcement agencies, has increased in recent years. Administration and organization are closely related, and the stronger is their interconnection the more effective are their results. Organization is one of the functions of administration in the sphere of regional crime prevention. Nowadays, the increase of a scientific level of crime prevention planning, which to a large extent depends on comprehensive analysis and forecasting, is of a paramount importance. The problem of the correlation of a criminological analysis, as well as forecasting and planning in the system of a scientific organization of administration in the law enforcement agencies, has both scientific and practical significance. To organize crime prevention in the countryside regions, it is necessary to take into account the principal provision that crime cannot be eliminated, but only controlled and deterred by law enforcement agencies. Therefore, the process of crime prevention in a particular region can be understood as its deterrence and localization on a definite level. Regional crime prevention is a complex system including the object of prevention, its basic levels and forms, preventive measures and the subjects involved in prevention. The law enforcement activities cannot have any visible perspective aimed at the improvement of the criminal situation without any administrative influence on it and cannot radically change the quantitative crime rate. The problems of professional development of staff, improvement of individual preventive work with those on file with the police, strengthening of cooperation with such state bodies as educational authorities, social welfare bodies, labor offices, juvenile affairs commissions etc. affect the final result of law enforcement activities. The whole complex of organizational events for regional crime prevention presupposes the activation of law enforcement activity, the involvement of all state bodies and public institutions in the process of crime prevention; the elaboration of measures ensuring the interaction between not only the internal affairs bodies (police), but between other state and public organizations; the determination of principal directions of the regional preventive activity, taking into account the analysis of causes and conditions for crimes ( juvenile delinquency, recidivism, drug-related crimes, thefts, domestic crimes etc.); the increase of professional skills of those involved in the prevention of regional criminality.
