The reasons for a deviant behavior of juveniles and their prevention

The authors consider such reasons as lifestyle, development level of productive forces, maturity of public relations, political system, the existing system of education and upbringing to constitute the reasons for a deviant behavior of juveniles. Such negative phenomena as social passivity, skepticism and nihilism of juveniles are the results of public stagnation, its transition to another social structure, drawbacks in the realization of different reforms in the country and drawbacks in the process of socialization and education of juveniles. The article substantiates the proposals for the development of current federal and regional legislation authorizing the subjects of the Russian Federation to set quotas for the employment of juveniles aged from 14 to 18 or for the employment of those who find a job search difficult. It is recommended to develop the above legislation concerning those who have attained the age of 14 at the moment of committing an administrative offence and hold them liable for it, a wide range of such offences being provided (Article 20.20, Article 20.21 of the Administrative Offences Code of the Russian Federation etc.). It is necessary to reform a normative legal and organizational base for the juvenile affairs commissions and for the protection of juveniles' rights. For this purpose, it is necessary to revise all legal and organizational forms for the establishment and functioning of the juvenile affairs commissions at federal, regional and municipal levels. The regional legislation should include the requirement on the compulsory criminological examination of the normative legal acts and it is necessary to pass a regional law "On the fundamentals of the regional system of crime prevention" should be passed. It is advisable to refer the basic legal matters of formation and activities of regional and municipal commissions to the competence of state representative bodies of the Russian Federation subjects. It is essential that the centers of social adaptation for those released from prisons are established at the level of the Russian Federation subjects; such centers should be under the jurisdiction of social welfare bodies.
