Constitutionalization of the Prosecutor's office as a naturally determined stage of the Russian statehood development

The article sets out the basic results of the author's study and his proposals on the development of legislation about the Prosecutor's office and prosecutors' activities that are essential for Russian statehood and national security. The main purpose of the study was 1) to determine the constitutional and legal status of the Prosecutor's office in the modern mechanism of Russian statehood and 2) to develop the proposals aimed at increasing the effectiveness of prosecutorial measures to ensure the constitutional legality and national security in the Russian Federation. A scientific novelty of the study involves a new approach to the theory of priorities in prosecuto-rial activities from the standpoint of constitutional law and the development of measures improving the organization and functioning of prosecutor's bodies. Theoretical conclusions, proposals and recommendations of the author give a key to the solution of the problem which is important for the development of constitutional values, strengthening of legality, statehood, enhancing of national security, protection of personal rights and public interests. They can be used in various branches of law for the further development of legal norms, scientific provisions and institutions of constitutional law, prosecutor's law and solution of the problems of national security. They can be used by relevant authorities when enhancing national security; in the course of law making aimed at the development of legal status of prosecutor's offices, training and proficiency enhancement of prosecutors and the staff of law enforcement bodies and in teaching in law institutes etc. The results of the given research were discussed and approved at all-Russian and international scientific conferences, forums, round table meetings in research and educational organizations in Moscow, St.Petersburg, Irkutsk, Tomsk etc.
