Information prevention of illegal encroachments on the constitutional order of the state: legal aspects in the context of globalization

The subject of the work was organizational and legal trends, the essence, specificity and prospects of combating illegal encroachment on the constitutional order of the state. The aim of this work was to develop the main directions for improving organizational and legal mechanisms in the sphere of information protection against illegal encroachments on the constitutional order of the state. The article formulates scientific and legal approaches in this area. These approaches allow to develop for a theory of law and law enforcement the tools to improve the system of information protection against illegal encroachments on the constitutional order of the state. The methodology of work is dialectical method of cognition of social phenomena. In the process, was used General scientific research methods: systematic and structural, synthesis, abstraction, analogy, modeling. The authors proposed a conceptual model of information protection against illegal encroachments on the state or the constitutional order consisting of three organizational units: 1) information radicalisation of the population; 2) information counteraction to extremism; 3) information counter-terrorism. Each of these blocks to implement in the following areas: information, prevention (prevention); information warfare; minimization of negative impacts in the information sphere. The authors believe that the important in this area remains anti-extremist civil society capacity to use for deradicalization of the Internet space, which in turn is the realm of information warfare. However, full control and it is possible to block legitimate, but passionate Internet resources is contrary to modern information policy of the Russian Federation. In addition, the media Institute as the subject of combating extremism in modern conditions is not fully revealed its potential, with state control of their activities should be carried out in the framework of legal regulation. Referred to in article informational capabilities useful for system optimization of anti-extremist education of the Russian population. Information events are an important component of the process of formation of Outlook of the younger generation of Russians in the conditions of globalization. It should be noted that contemporary extremism is susceptible to structural changes (e.g. the emergence of a deeply conspiratorial virtual extremist cells), and in this connection it is particularly important mechanisms of informational counteraction to terrorism and extremism.
