«Hybrid» and «multiregime» penal institutions: advantages and risks
The main tendencies of formation and development of the new type institutions combining in themselves several types of regime (multiregime) and several types of penal institutions (hybrid) in penal system of Russia are considered in the article. This tendency finds reflection in the international acts concerning (about) penal systemand treatment of prisoners. In the Russian legislation it has gained official recognition since 2001. Reduction of absolute number and proportion of persons convicted to imprisonment for the last ten years leads to deterioration of convicts' population and the lack of opportunities of convicts' mass involvement to work generates complication of situation in correctional facilities. At the same time the value of convicts' stimulation on the basis of the principles of "progressive system" increases. In such conditions restructurisation of correctional facilities is objectively necessary and actually carried out in practice. Considering positive and negative sides of such restructurisation, the authors offer to fix this direction as one of the main in the new Concept of reforming (modernization) of a penal system of the Russian Federation till 2030 and to provide his scientific maintenance on the basis of domestic and foreign experience.
