The administrative potential of policeand security in the course of forming of Russian rule-of-law state
The liberalization of official relations between ordinary citizens and authorized representativesof our society considerably complicates the realization of the administrative potential of lawenforcement agencies. It is more evident in the situation when the formation of both Russian rule-oflawstate and the course aimed at gaining the confidence of citizens resulted in renaming of militia.This problem is more urgent in the sphere of ensuring security when a citizen has no subjective feelingof opposing his behavior to the foundations of law and order because the danger connected even withhis own behavior seems to arise against his will. One of the ways to eliminate such a contradiction forthe police is to pay immediate attention not to the people involved in the occurrence of danger but tothe situation increasing the probability of its occurrence.
