Innovative technologies and methods for the prevention of juvenile delinquency

The article notes that in accordance with section 3 Of The Concept of developing a system for the prevention of neglect and juvenile delinquency for the period up to 2020, one of its tasks is to improve the existing and introduce new, innovative technologies and methods for preventive work with minors. The author points out that the analysis of the text Of The Concept does not make a clear conclusion that from the available preventive technologies and methods, the law enforcer must improve and what new technologies and methods he needs to adopt. Moreover, as one of the tasks of implementing The Concept of their improvement, the developers Of The Concept do not fill these concepts with concrete content. The author draws attention to the fact that the terms "technology" and "method" are "alien" for Russian preventive legislation. Thus, in the text of the Federal Law of 23.06.2016 No. 182-FZ "On the foundations of the system for the prevention of offenses in the Russian Federation" the terms "measures for the prevention of offenses", "Special measures for the prevention of offenses" are used. The Federal Law of June 24, 1999 No. 120-FZ "On the foundations of the system for the prevention of neglect and juvenile delinquency" refers to "social, legal, pedagogical and other measures". The article proposes the author's interpretation of these terms. The article states that at the present time considerable work has been done to generalize innovative technologies for the prevention of juvenile delinquency, lists and reveals the content of the most proven technologies in the law enforcement practice. The author includes: The technology of continuous social support for minors in various forms of conflict with the law, technologies of restorative justice, the technology of mentoring and a number of others. The use of the technologies listed in the article, in the author's opinion, should contribute to the creation of a balance between the possibility of respecting the rights of minors and the prevention of juvenile delinquency within the system of justice in the Russian Federation. In addition, the use of these technologies is intended to affect minors in order to prevent their Commission of crimes. However, the need to analyze and disseminate good practices, technologies and methods of work on the prevention of juvenile delinquency is clearly insufficient at present. In order to achieve this goal, the existing legislation must be improved. In this connection, it is concluded that it is imperative: 1) to assess the real effectiveness of the application of "innovative" and "not very innovative technologies"; 2) to consolidate the concept of "prevention technology" in preventive federal laws; 3) to provide in the texts of these laws types of technologies, determining the responsible for their implementation.
