Land resources management mechanism: concept and structure

Management in any segment of public including land relations is implemented through a special mechanism, which is a set of its objects, subjects, goals, methods and means, principles and functions. The use of a category of "land resources” for designating the object of land relations has several undeniable advantages over others, since its wording bears the most important information first, about the sphere of relationship; second, about the significance of the object; third, about its relationship with the state. The state is often called as the subject of land resources management. Also, the subjects of land resources management are not only state authorities but also local governments. The purpose of land resources management is to ensure (creation and preserving) the proper order for their use and protection (i.e. rational and efficient use) necessary for the maintaining of the balance between private and public interests in society and the evolutionary development of all human activities. Land resources management methods are governed by such general management methods as persuasion and coercion. The main universal tool is the law. The principles of land resources management are fundamentals which characterize its specificity as government activity in regulating land relations. These fundamentals are based on the ideas of land law, land legislation, land policy and public administration; they reflect the peculiarities of internal construction and functioning, social purpose, ways of achieving tasks. By the functions of land resources management, we mean the main areas of its purposeful, essential impact on the development of land relations and the state of land resources, expressed in specific areas of the activities of state and local empowered bodies. Thus, land resources management is exercised through the law (legal means), through a combination of persuasion and coercion, the activities of the executive and local governments. It is aimed at regulating of public relations, the object of which is the land, to ensure the proper order of their use and protection necessary for maintaining the balance of private and public interests in society and for the evolutionary development of all spheres of human activity. The land resources management mechanism is an orderly set of its basic elements: objects, entities, objectives, methods and means, a list of principles and a system of functions by which this management is being implemented.
