International law in the field of transboundary environmental pollution: status, problems and prospects
At the present stage of development of the international community, an important task is to constructively solve urgent global problems in the field of the environment, which are also caused by the need for effective interaction of States and international organizations interested in neutralizing the threats of transboundary pollution. This article confirms the idea that the effectiveness of protecting international interests and determining strategic priorities in the direction of environmental protection on a transboundary scale depends on a number of circumstances. For example, how well the authorities at the national level interact with each other in the direction of preserving the ecology of living systems, whether they do not neglect the interests of the population, increasing the level of protection of society and the state. The main problem covered in the article is that most of the international acts currently do not involve establishing interaction between subjects at the transboundary level, especially in the mechanism for ensuring the minimization of negative consequences from environmental pollution. In addition, many difficulties in the mechanism for ensuring environmental safety at the international level are caused by the declarative nature of EU legislation, the lack of the necessary balance of interests, opportunities, and limited effective tools. In the scientific literature on the problems of transboundary environmental pollution, a separate section has already been formed on the rational use of natural resources and the ecology of living systems, which is of particular interest for this article. First of all, among the strategic goals of ensuring environmental security at the international level, the author mentions the restoration of natural systems, preservation and maintenance of high quality of the environment, which is very important for normal, prosperous human life and sustainable development of the economies of all countries of the world without exception. Currently, the ecology of living systems is being significantly damaged, primarily due to the growth of economic activity and global climate change, which is confirmed by real examples in this article. It is believed that to achieve the strategic objectives of environmental security will need to form and implement long-term, conceptual new policy for implementation at the transboundary level, which will include measures on reproduction and restoration of natural potential of the country and will be aimed at increase of ecological culture, literacy and education of all people.
