Analysing EU and ASEAN stress resilience tools
This article provides a comprehensive analysis of the concept of stress resilience from a legal point of view, focusing on the role of this concept in ensuring the security and foreign policy of states and international associations. In this direction, it is important to find a balance between the normative component and the political context of the term "stress resilience". Against the background of the processes of fragmentation and polarisation taking place in the modern world, the analysis of stress resilience practices developed by integration associations over decades may lead to the stabilisation of the common system. For Russia this seems particularly relevant in the context of increasing international tensions and popularisation of discriminatory measures. The main objective of the study is to examine, analyse and compare in detail the main legal instruments used to ensure stress resilience in the context of two key structures - the European Union (EU) and the Association of Southeast Asian Nations (ASEAN). Prior to the COVID-19 pandemic outbreak, the main trend in this area was to focus on external challenges and threats. However, the pandemic has forced international actors and states to rethink their strategies and priorities, focusing on domestic issues and challenges. The authors of the article offer their vision of new resilience models for the EU and ASEAN, which are envisaged to be the basis for further effective functioning and development of these integration groupings. The study also highlights that within the framework of integration processes, enhancing sustainability has attracted the attention of various countries and international organisations. In light of the current global transformations, the world is facing the most serious economic challenges, which opens new opportunities for research and development of new strategies for sustainability in the future. Thus, this study represents an important contribution to understanding the role of legal mechanisms in ensuring stress resilience, as well as to the development of effective strategies for overcoming the challenges and threats facing states and international associations in the modern world. A stress-resilient state is a secure state, and security promotes prosperity and democracy, the rule of law and human rights. Based on the theoretical foundations of political neoliberalism, this study reflects the current problems and challenges faced by modern legal systems and international organisations.
