Legal and economic problems in the information structure of agriculture in the Kyrgyz Republic

Studying information relations, one can note their relevance in the modern information society, where the state automates and digitalizes various processes in the sectors of the national economy. One of these sectors is agriculture, which plays an important role for the Kyrgyz Republic. Lack of industry knowledge, lack of modern technologies in the cultivation of agricultural crops, as well as in the field of information interaction in the industry, including those related to the lack of certain digital skills among the rural population. Weak development of the country's information structure in the regions, lack of computer equipment and communications, including the lack of a full-fledged Internet connection, becomes an obstacle to the creation and development of a productive industry information structure. Based on the analysis of agriculture in the Kyrgyz Republic, the main legal and economic problems were identified. For example: There is no strategy for the development of agriculture in the Kyrgyz Republic, which should become a single direction for the implementation of the industry. The existing draft Resolution of the Government of the Kyrgyz Republic "On approval of the Strategy for the Development of Agriculture in the Kyrgyz Republic" has an unfinished status; There is no specialized information support service of the state sectoral body in the field of agriculture, capable of developing and implementing new tools for digitalization of the agricultural sector; The ongoing reform of the Ministry of Agriculture of the Kyrgyz Republic leads to chaotic management processes; There is no legal institution of outsourcing, which can give impetus to the development of public-private partnerships, while this legal institution was first laid down in the draft Law "On State and Municipal Services", and then in the draft Entrepreneurial Code, but both projects are currently in a state of stagnation; There is no single portal of agricultural services, which should become a platform for the sale of agricultural products produced by domestic farmers and peasant farms; There is no resource bank of information for consulting support for agricultural production, which should be created at the level of district departments of agricultural development; The electronic network of agriculture has not been developed; Lack of a regulatory act - a provision on state information support in the information structure of the state in the field of agriculture; Reform of the staffing levels of the state sectoral apparatus, etc. Thus, the authors of this article come to the conclusion that a comprehensive approach is needed to develop information relations in the agriculture of the Kyrgyz Republic to create a common information structure of subordinate organizations of the authorized state body.
