State policy on the conservation and sustainable use of wildlife: a theoretical analysis

The relevance of the topic “state policy in the sphere of sustainable use of fauna” is conditioned by the need to preserve biological diversity and ensure rational use of natural resources against the background of global environmental challenges, such as climate change, loss of biodiversity and degradation of ecosystems. the study of state policy in the sphere of sustainable use of fauna, analysis of the existing regulatory mechanisms, as well as the development of proposals to improve the existing measures are to the The purpose of this article is to analyze the peculiarities of the state policy in the sphere of sustainable use of wildlife in the Russian Federation, to assess the existing mechanisms of legal regulation, and to develop scientifically based recommendations to improve its effectiveness taking into account the principles of environmental, social and economic sustainability. When writing the scientific research, the authors used scientific works of scientists devoted to the issues of state policy. The basis of the study was the norms of the current legislation, enshrining the foundations of state policy in the field of wildlife conservation, as well as strategic planning documents in the sphere of hunting and fishing. The methodological basis is represented by individual philosophical, general scientific and private-scientific methods of research. In the course of the study the authors applied specific-historical, logical methods, analysis and synthesis. The chosen methodology was based on the study of the genesis and state of development of the topic. As a result, the method of interpretation of the current legislation on wildlife was applied. The article analyzes different points of view on the issue of priority directions of state policy in the field of conservation and sustainable use of wildlife. The analysis of the current legislation has shown that the foundations of the state policy in the considered sphere are laid in the federal and regional legislation. However, the problems of realization in practice of some provisions of the state policy in the sphere of hunting and fishing have been revealed. The authors also point out that in a number of subjects of the Russian Federation there are no laws regulating the conditions and procedure for the use of wildlife that are not classified as hunting and fishing resources. The authors believe that it is necessary to develop and adopt at the regional level laws regulating the procedure and conditions for the withdrawal of wildlife objects that are not classified as hunting and fishing resources. This will ensure environmental, economic and social factors of the state environmental policy in the considered sphere of public relations. The authors declare no conflicts of interests.
