Challenges and opportunities in the design and use of decision support systems
Mutual influence between designing of government and municipal electronic services and decision support systems (DSS) is considered. Challenges faced by designers and users of the DSS are discussed. It is shown that the R.L. Ackoff's organizational learning, adaptation, and management support system provides new capabilities for DSS. R.L. Ackoff's model is supplemented by the "РОДАР" system (Ranking Activities of Managers) that provides motivation mechanisms of CEOs.
