Contract newspapers and magazines modelling and projecting flowchartas a tool of project contents and project development resources determination
Paradigm changes in press modelling, caused by quantitative and qualitative shifts in the mediasystem, start in 1970-1980s - substantiation and wide use of two-level composition and graphics modeling,or CGM (V.V. Bakshin, C.B. Galkin, A.P. Kiselev, I.N. Tabashnikov, V.V. Tulupov). In 1980-90s the method of complex modelling was elaborated and introduced (Myasinkov Yu.N. and the experienceof the Press Modelling and Projecting Laboratory at the Faculty of Journalism of Tomsk StateUniversity). The method broadens CGM due to inclusion of the genre and subject matter levels ofcontent. In post-Soviet period it becomes expedient to widen borders of the "modelling" concept, introducingprojecting of newspapers and magazines, including modelling as a stage of conceptual developmentof a periodical. This stage of the research needed an interdisciplinary methodological enhancementof the theory and practice of periodicals modelling and projecting due to the system analysisresources, including applied system analysis (ASA) and project management (PM).In this paper, functional-matrix approach integrating ASA and PM and problems revealed duringits use in media projecting are examined, particularly, the problem of contract media project contentdetermination. Matrix module is the project's control code, its executive mechanism, showing theresources of the development of a periodical. It does not specify setting particular goals (includingcontent determination) by the customer. Default graphic interpretation of project content determination(for example, used in popular G. Webster's manual) is not the key to the problem either. In this article an attempt is made of adaptation of project content determination mechanism byG. Webster in the regional market of media projecting environment using coordinates method and itsresources.Further research of changing the printed media modelling and projecting paradigm leads the authorof the present article to the necessity of contract press modelling and projecting flowchart development. It specifies using the matrix module in Quadrant 1, before the investment stage (Quadrant 2),which allows to determine the project content, as well as the strategy and tactics of contracting partiesinteraction. In Quadrant 3 the requirements and the resources of contracting parties are settled. Quadrant4 is the stage of control and reporting. Developed by the author of the present article and introducedin practice of contract researches, the flowchart of contract press modelling and projecting wasused in several newsrooms and included in media specialists training and retraining programs.
