The structure of non-tax revenues in Tomsk: main trends

At present, the basic problems in Russia are insufficient provision of financial and economic independence of municipalities and, consequently, the formation of a balanced local budget, secured by its own sources of income. The ways to search for internal reserves to increase non-tax revenues are considered as an additional source of formation and strengthening of the financial independence of municipal budgets to increase the independence of municipalities and to expand their opportunities.
