Bessarabian question in the outcome of the WWI
In the outcome of the First World War Bessarabian issue reappeared as the problem of relations of Soviet Russia (later the Soviet Union) and the Royal Romania caused by armed seizure of Romanian army in 1918 the territory of its ally of the Entente, Bessarabia. The period of existence of the issue on the international stage (1918-1940) was marked with a number of notable events that indicated the non-recognition by Soviet Union the Act of Annex of Bessarabia by Romania and namely, Soviet Agreement from 5-9 March 1918, with the commitment of Romania to withdraw its troops and administration within 2 months, Warsaw and Vienna Soviet-Romanian Conference on Bessarabian issue etc. Defending their rights to Bessarabia, Romania provided as an argument the decision of the self-constituted Sfatul Tarii (the Provincial Council) of a conditional (April 9, 1914) and unconditional (December 10, 1915) annex of Bessarabia to Romania, as well as the Paris Protocol (October 28, 1920), signed by the four countries (Britain, France, Italy and Japan), which hadn't full force and effect, because it was not ratified by Japan. Bessarabian issue was resolved peacefully on October 29, 1940, as a result of the exchange of covenants between the USSR and Romania.
