Formation of Civil Administration in Bukovina in the Documents of the Supreme Commander Headquarters and the Foreign Ministry of the Russian Empire in 1914-1915

The author uses documents from the Archives of Foreign Policy of the Russian Empire (AVPRI) to study the specificity of the organization of civil administration in Bukovina and projects involving the Romanian population in the territorial administration. It is concluded that the organization of civil administration in Bukovina in 1914-1915 was influenced by various factors, among which were the proximity of the frontline, and the position of Bukovina Governor S.D. Evreinov,who limited the number of unskilled civil servants in Bukovina of unskilled civil servants, which had not been achieved by the administration in Eastern Galicia. The civil administration was also influenced by the Ministry of Foreign Affairs and personally S.D. Sazonov. At the end of 1914, the diplomatic official at the Supreme Commander Headquarters, Chamber Junker V.N. Muraviev proposed a project to create the Romanian militia and institutions of Romanian self-government. He believed that this would help to attract Romania to the side of the Entente. However, the Foreign Ministry and the diplomatic staff reacted to this initiative with great caution and supported only part of the project. Unlike Eastern Galicia, Bukovina did not attract the attention of Russian nationalists who advocated the unification of historical Russia, so Bukovina did not undergo forced reforms aimed at rapprochement with the Russian Empire. It determined the differences both in the organization of civil administration in Bukovina and Eastern Galicia, and in the policy of the Russian administration.
