Regarding the process of the land reform in Siberia (1896-1916) it is necessary to take into account human factor, because the three forces involved in the reform (the government, local officials and peasants) acted not in coordination. Top authority was anxious of low tax-pay capability of peasants and rural resettlement in the European part of Russia, local authority strived to compile «good» reports, and at the same time Siberian peasants lived according to the common law, which did not often correspond to the legal norms. As a result by 1914 the land fund of the first category was exhausted in western Siberia, the land management of the peasants was not completed, rural crisis in the heart of the country was not decided.
