Tactics of interrogation of foreign citizens

The integration of modern Russia in the world community objectively determines the situation involving citizens of other states in the field of crime investigation. Given the socio-cultural and psychological differences of citizens of other states against Russian citizens development of tactical recommendations for interrogation of aliens is expedient. In modern forensic literature it is recommended to make a call on the interrogation of foreign nationals entering the country with delegations and tourist groups, etc. through the leaders of these groups and delegations. Students-foreigners can be induced through the administration of educational institutions, associations and other organizations to which they belong. Experts and workers staying in Russia on a permanent basis can be induced through the administration of companies or institutions. In preparation for the interrogation, the investigator should consider the question of how a foreigner, not knowing the language and the city, will be able to find the place of interrogation. The simplest solution to this problem is to attach a map with the route to the place of interrogation from the declared place of residence of a foreign citizen to the agenda of the call to questioning. Naturally, the card must be compiled using the language used by the person to be questioned. The preparation of such a route in a foreign language is not problematic due to the presence of a large number of computer programs of orientation adapted to a large number of foreign languages. For foreign citizens unfamiliar with the culture and way of life of modern Russia, neutrally or positively minded towards our country, it is tactically optimal to organize interrogation on a "neutral" territory. In this case, the appropriate choice is a lively area associated in the mind of the interrogated person with stereotypical images of modern detectives. During the interrogation of a foreign citizen, in addition to the interpreter, a lawyer and, at the request of the person questioned, a consular or diplomatic representative of their country can be present, which implies the use of tactics of counteraction to the previously considered one. All negotiations regarding the location, time of interrogation with the participation of these persons are conducted by the head of the investigative unit only through the Ministry of Foreign Affairs.
