On the peculiarities of the main criminological indicators of modern core crimes in Russia's Far Eastern Federal District

The article aims to identify and study the specificity of the main criminological indicators of modern core crimes in the Far Eastern Federal District of Russia. Research on criminal law and criminology, penal law and other scientific works were used as the theoretical basis of the research. The statistical data of the Main Information and Analytical Center of the Ministry of Internal Affairs of Russia, the Federal State Statistics Service of the Russian Federation, the Judicial Department at the Supreme Court of the Russian Federation, and others were the research empirical basis. The definition of a core crime was formulated. More than three hundred criminal cases of core crimes committed for the past 5 years in the Far Eastern Federal District, the sentences on which came into force, were analyzed. The analysis revealed that the registered Far Eastern Federal District core crime coefficient exceeds the national one by 5.9%. Based on the results of comparing the Russian and the Far Eastern Federal District generic object of the core crimes' structure for the period from 2016 to 2020, the peculiarities of the core crimes' structure in the Far Eastern Federal District were revealed. Most of the registered Far Eastern Federal District core crimes are crimes against the person, they make up 47.8% (4.7% higher than the corresponding Russian Federation coefficient). Among them, 83.2% are crimes against life and health, and 15.6% are crimes against health and sexual inviolability. Crimes against public safety and public order in the Far Eastern Federal District amount to 39.8% (6.5% lower than the corresponding Russian Federation coefficient). 99.38% of them are illegal drug trafficking crimes. Economic core crimes in the Far Eastern Federal District amount to 7.9% (0.3% higher than the corresponding Russian Federation coefficient). The majority of them, 98%, are crimes against ownership. Some of the features of the dynamics of core crimes in the Far Eastern Federal District stand out, which is associated with an increase in the proportion of registered crimes against state power, an increase in the level of registered crimes against the person, a decrease in the proportion of crimes committed in a state of drug intoxication. The material harm caused by core crimes committed in the Far Eastern Federal District is lower than the all-Russian indicator; however, the death rate of core crimes registered in the Far Eastern Federal District in 2016-2020 per 100 thousand population significantly exceeds the allRussian indicators. The peculiarities of core crimes in some regions of the Far Eastern Federal District are noted. This study of core crimes within a separate federal district can be the basis for further criminological research, which will help develop a targeted system of preventing core crimes, with regard to the Far Eastern Federal District specifics.
