University as a center of educational mobility development: History, content, design
The article discusses the results of a phenomenological study of "educational mobility" essence in a university. The problem of creating and functioning of a modern system of personnel professional training, which would be based on the principles of continuity, succession, integration, flexibility, competitiveness, information transparency, mobility, focus on the individual and society needs, is updated. The study aimed to reveal the educational mobility essence and substantiate it as a pedagogical phenomenon that influences the formation human capital formation in a university. To reach this aim, the following tools were used: analysis of Russian and foreign literature, historical and pedagogical analysis of educational mobility, phenomenological method, and modeling and comparative analysis of the definitions of academic, social, professional mobility. In the study, educational mobility is presented as a factor of human capital formation, which requires definition, allocation of components and model representation in the university scientific and educational space. The historical and pedagogical analysis showed that the human capital formation in the university and mobility are dialectically inextricably linked through the mobilization of personal, social, cultural, informational and professional resources of the subject in education. The analysis of Russian and foreign literature proved the relationship between the concepts of academic, social and professional mobility, which allows us to concretize the phenomenon "educational mobility" through the subject's ability to self-education and self-design of their educational trajectory throughout their life. The analysis of Russian and foreign studies showed the debatable nature of the definition "educational mobility" and the lack of conceptual unity. Differences in the concepts of "academic" and "educational" mobility were revealed. Parameters influencing the educational mobility formation of the university were established: horizontal differentiation of the student body; centralization of funding and university resources; standardization of curricula and tests; university marketing policy. The basic components of educational mobility in the university (cultural, functional and personal, professional and personal) were identified and their characteristics were given. Summarizing the research materials, a definition of "educational mobility of a university" was given as a key component in the formation of the university educational policy, which is implemented through the organization and selective selection of the curricula content, technologies, forms and methods of designing the educational process. It has been established that the educational mobility of a subject is determined by the educational mobility of a university as a self-developing educational organization that creates and provides educational services.
