From the history of social insurance development in North Ossetia
The article explores the history of the origins and development of the social insurance system in North Ossetia. There is a need to know the sources of the origin and development of social insurance in the country, considering the special importance of Social Security, its impact on the social processes taking place in the society today. The paper aims to show there was also a system of social insurance in North Ossetia and to note the historical events that were the basis for its formation. The study of this problem is relevant for at this moment social insurance is the main tool to protect human rights in the market economy conditions. The article deals with the historical aspects of social insurance in North Ossetia, which began with the auxiliary offices formation in Alagir mining partnership in 1862. The October Revolution beginning a new social order set the basic principles of social self-defense for the country's working people. Instead of the sickness funds self-managed insurance funds were established, where the board was elected by the workers themselves. The state covered the cost of workers' insurance. All employees were to be insured. Social insurance in North Ossetia on a new basis was launched in May 1922, when it was established by a by-law of the People's Social Security Commissioner of The Mountainous Republic of the Northern Caucasus of April 21, 1922. The article analyzes the activities of the formed Vladikavkaz district insurance office and the North Ossetian regional insurance office, which were established in October 1924. The article shows how the available funds in North Ossetia were used by the social insurance for improving workers' everyday life. Concern for improving the working and living conditions of workers and employees was a tool in the struggle for the quick recovery of the economy. An important milestone in the history of social insurance in North Ossetia is the transfer of its management to trade unions based on the resolution of the Council of Trade Unions of June 23, 1933. All social insurance funds as well as health resorts and other institutions were transferred to the Council of Trade Unions. The article is based on documentary sources and literature. This study may be useful for modern politicians, historians, and social insurance employees of both regional and federal levels.
