Features of public administration in the sphere of culture

Social and economic development of Russia, achievement of the aims of the innovatory strategy of development and national security of Russia require coordinated actions of all the economic subjects. First of all, it is the development of the human capital. The formation of culture of the innovation type is considered as a priority task of the state and local authorities. The public administration of the sphere of culture is an important direction of social policy. Continuous growth of the cultural potential of the country is determined by the cultural policy of the state (of all levels of power) and every organization as well as the society and other stakeholders, including domestic science (household) and family relations. Culture is considered as one of the institutes of public consciousness and as a holistic system of spiritual values influencing all the spheres of state and public lives. This article emphasizes the system of public administration of the sphere of culture. The process of public administration is realized on the principles of unity of two interconnected subsystems: managing and controlled, while the ability of the public power bodies to manage the processes of the social and economic systems is determined by the quality of human capital, natural, financial, and information resources, and the material base. Non-commercial and commercial performance at both the local and international scales is considered, i.e. business and culture in the society interact closely, complement each other. Public administration of the sphere of culture discloses the technological content of management in the sphere of culture in various organizations; prospects of opportunities for cooperation with the sphere of culture of other spheres of business activity; an increase of requirements of competence of specialists and workers of the sphere of culture. Legal regulation is the main regulator of public administration of the sphere of culture. A complex multi-level system of public administration in the sphere of culture is formed in the Russian Federation. Public administration of the sphere of culture is presented as a multilateral process of interaction: people, states, business and other communities. The application of the program-target approach, which allows integrating methods of public administration and which is the most important tool for the implementation of the state socio-economic policy, is justified for achievement of effective results in the sphere of culture. It means that it is impossible to confine by designing and implementation of purpose-oriented programs for the development of only cultural institutions. The cultural part must organically be presented in all the purpose-oriented programs, as the environment determines the success of realization of a certain program and the irreversibility of the transition to a new high-quality degree of development of public legal entities.
