The algorithm of financial flow optimization in the budgeting of an aircraft building enterprise

Budgeting helps to optimize financial flows by predefining the critical periods in the activities and the need for external financing. With budgeting one can identify the «bottlenecks» in management and make the necessary administrative decisions in time. The subject of the research is the mechanisms to optimize the financial flow budgeting process in financial planning. The purpose of this paper is to develop an algorithm of financial flow management in the process of financial planning that accounts for the effects of changes in the structure of the budget process on the final performance of the enterprise. The research used such methods as graphics, simulation, synthesis and organization, economic modeling and forecasting, system method, and others. Simulation modeling is used both to test the hypotheses about the rationality of the strategy and tactics of enterprise operation and to predict its financial condition. For visual representation of the financial resources system the so-called flow-financial structures are developed. The algorithm for optimization of the financial strategy of the company is based on modeling of payment flows. The input financial flows that are subject to simulation can be: the refinancing rate, the level of inflation, deposit and lending rates, lombard rates, etc. This case, as a rule, is about optimizing the company's financial results in the implementation of the budget process. To optimize the financial strategy of the company in the course of budgeting the portfolio of financial flows of active and passive operations is optimized. Each tool in the presented structure can have a separate model for managing the block. However, optimization of one block in isolation from the full range of financial and economic activities of the enterprise is impossible. So, first of all, a comprehensive model of financial flow management at an aircraft manufacturer in budgeting is developed, which will dynamically account for the effects of changing one block to another. Thus, the developed structure and the selected target can determine the optimal structure of long-term capital of companies, assess the risk corresponding to the selected value of the capital structure. The proposed algorithm for financial flow management of aircraft companies in budgeting takes into account the impact of changes on the final performance of enterprises, and finds the time variation of the main indicators of the market, resources, main characteristics of the portfolio of active and passive operations. With this in view, it determines the optimal development strategy of aircraft manufacturer.
