Decolonization in the context of EU development policy and UK migration legislation
The article features the interconnection of decolonization of the British Empire with current UK migration problems and the European Union (EU) Development Policy. Particular attention is paid to the methodological problems of the interpretation of decolonization, its course and consequences for migration policy and its policy toward the former colonies of Great Britain. It is shown that the regulation of migration flows begins in the period and under the influence of decolonization in the early 1960s. The characteristic of the current UK policy towards immigrants and former colonies within the EU Development Policy is given by the author. The experience of studying decolonization, its implications and impact on the contemporary international relations on the example of the British Empire, which is not shattered into fragments, but preserved in the form of the Commonwealth, is in the focus of research interest for several reasons. Large-scale transformation of the entire system of relations with the former colonies at the economic, political and cultural levels under the influence of the process of decolonization led to the revision of the migration policy of the European countries and the emergence of Development Policy. Appeal to the topic of decolonization on the example of the British Empire as to a term the interpretations of which are different as well as to the process stretched out in time for many decades is important for understanding the origins and essence of UK relations with the countries of the "third world" in the context of the EU Development Policy and its migration policy. Both directions are a direct consequence and expression of the decolonization process. Under the influence of decolonization since the beginning of the 1960s British policy towards migrants becomes ambivalent. On the one hand, in the quickening collapse of the empire London has taken steps to maintain the political, cultural and economic influence in the newly independent countries within the Commonwealth. Among these steps or measures is promoting immigration from developing countries including migrant workers and foreign students to prepare the cadres for the local elites and Westminster model of democracy rooting in the Commonwealth. On the other hand, the influx of migrants from underdeveloped countries forced the British government to constantly adjust the legislation to regulate and restrict migration flows. UK migration policy shows that even with the weakening flows of migrants from the Commonwealth in some years and curtailment of expenses on aid to developing countries Great Britain is not interested in the complete renunciation of the course chosen in the period of decolonization.
