Tomsk Province Arbitration Board activity in 1922-1925 (study of the executive minute-book)

The paper is devoted to a very important issue which is the establishment of regional economic tribunals in the beginning of the 1920s. The author analyses the work of Tomsk Province Arbitration Board created in 1923 by a resolution of Tomsk Province Executive Committee. The activity of the arbitration board is examined on the material of the executive minute-book and other documents. On basis of the historical records the author analyses its personnel that was being formed from representatives of province authorities. It should be noted that educational standard of certain members of the arbitration board was rather low. The minute-book had the records about the list of the arbitration board considering the claims. The minute-book included the following paragraphs: Reported, Resolved, Execution. The first paragraph involved a brief summary of claim requirements. The second contained case decisions referring, as a rule, to the corresponding articles of the Rules of Procedure in the arbitration board, and the Regulation about the resolution order of property disputes between official bodies. The third paragraph stated the recipients, to whom the extracts from the arbitration board decisions had been sent. The minute-book format had been constantly supplemented and improved. Thus, in 1924 the time of case arrival and its number was registered. The next paragraph included the case name and a brief summary of the claim content. From the analysis of the remained reports of the arbitration board administrative sessions and other documents disclosing its activity, it becomes clear, why the Superior Arbitration Committee at the Economic Council of the RSFUR sent circular letter no. 348 from January 26th, 1925 'On the resolution part of the decision' to the arbitration commissions, regional and Economic Councils of the autonomous republics of the RSFUR. It contained information about workflow shortcomings and the local arbitration board decisions and their correction requirements. It is observed that subordinate arbitration boards did not always understand the published statutory acts, thus the latter were forced to consult the superior authorities. The cause of liquidation of Tomsk Province Arbitration Board is examined. We consider that the gradual reduction of the New Economic Policy the activity of arbitration boards had essentially been varied. The stock-exchange and fund arbitration commissions ceased their existence in connection with the abolition of commodity and stock exchanges by the decision of the Central Executive Committee and Soviet People's Commissars of the USSR from February 6th, 1930 'On the abolition of commodity exchanges and fund departments'. Earlier the departmental arbitration commissions were abolished by the decision of the Central Executive Committee and Soviet People's Commissars of the USSR from December 13th, 1929 'On the of the departmental and co-operative arbitration commissions'. State arbitration commissions started solving the disputes they used to work with. The practice dictated the want of centralization and strengthening of the arbitration board.
