The comparative analysis of venture business state regulation measures in Russia and Japan
Venture capital and its status and meaning in the state economy development in many cases depend on the state policy which is directed on support and promotion of the sector. The construction of the effective model of the "investor - research work - profit -surplus profit" current assets regulation is individual for every country, but, in common, measures of venture projects effective support are worked out by developed countries and are the base for the implementation and modernization in the venture sector by catchup countries. The timeliness of the topic is in the fact that venture capital and venture business in common are taken as the main mover of modern high-tech business development. The analysis of common and different characteristics of Russian and Japanese sector regulation models gives an opportunity to find the way to venture investment optimization with the help of the world experience. There are some groups of sources during the research of Russian and Japanese venture business governmental regulation (laws, regulating main Russian and Japanese main venture business processes); strategies and conceptions, worked out by government to coordinate main sector activities, and research literature (research works by Russian, European, Japanese authors). The official governmental position in the Russia and Japan venture business regulation are analyzed in the work, regulation measures criteria are formed, sector problems in countries are highlighted, the conclusions on venture business stimulation by definite countries with international experience are made (on the example of Japanese experience in the Russian model). The main conclusion of the research is the fact that venture business in the countries is developing on the same chronology, but with national peculiarities. That is why it is not only impossible to move some elements of venture business effective support from one country to another, but also ineffective, because Russian business is not ready to be adapted to changing conditions and rules in time. By the way it is necessary to mention that both countries have problems in the sphere of venture business regulation and venture business development in common. The innovation sphere development is the national policy key element, but Russia as well as Japan has specific resources on the way to achieve the aim. These resources depend on the current economy situation and capital and business experience and history.
