Concept and stages of crime investigation information support. Its features in penal institutions

Crimes committed in penal institutions of imprisonment, have special character. Crimes of the convicted is determined by the conditions of imprisonment, and therefore stands out among the general criminal background. Thus, the judgment about the need for a special approach to the investigation of this category of acts sounds reasonable, and, as a result, investigation of such crimes should be provided with specific information. Speaking of information support as a specific process aimed at the detection (identification), processing, analysis and delivery of information to its user, we note that the results of these activities reflect the information needs of the initiator. In dynamics, information support of crime investigation as a process takes the following form: 1. The initiator determines the type of information necessary for the implementation of the investigative process, formulates a specific task, passes it through communication channels to the performer. 2. The recipient decodes, interprets the task and starts its execution independently selecting and applying appropriate methods. The results of this activity are to be processed, analyzed, encoded in a format convenient and understandable for the consumer, after which they are transferred to the initiator through communication channels the recipient chooses. 3. In turn, the initiator, converting the characters received into a perceivable form, determines their value in the investigative process. In our opinion the consumer of the results of information support will be the person carrying out a preliminary investigation, namely, the investigator. However, with regard to penal offenses, we should not forget about another consumer which is the inquiry body in the person of the head of the correctional institution, the deputy head of the correctional institution for security and field work. In accordance with the current law they are empowered to delegate their functions of the inquiry body to the chief of the field work department or an agent. The subjects of information support of investigating crimes committed in prisons are: investigators of investigative bodies (including forensic investigators), investigators of inquiry divisions, inquiry bodies; field work agents with the right to carry out investigative activities fixed by the current law; specialists and experts in the relevant field engaged in a preliminary investigation or forensic procedure in the order established by the Criminal Procedure Code of the Russian Federation; - employees of penal institutions of imprisonment that possess information enabling the investigation of a crime, as well as employees that ensure receiving more information because of their official duties; - persons other than the already mentioned that do not perform functions related to law enforcement
