Establishment ofjoint party-state control bodies in Siberia
The article analyzes the gradual unification of the party and state control bodies in the regional (territorial) center and provinces. The stages of this process are defined as follows. At the first stage (March 1923 - April 1924) the idea of unification was initiated by provincial divisions of Workers' and Peasants' Inspections. The Siberian center which followed the instructions of the People's Commissariat of the Workers' and Peasants' Inspection disapproved these initiatives. However, the convergence of provincial Workers' and Peasants' Inspections (WPI) and provincial Control Commissions of the RCP(b) took place. For example, in the Altai Province in order to coordinate the work of the provincial division of the WPI with the provincial Control Commission of the RCP(b) its Chairman held the appointment of the Deputy Head of the provincial WPI. In December 1923 the senior party officials of Siberia authorized the gradual organizational and functional convergence of the party and state control. The first stage was completed with the decision about the final unification of the provincial bodies of the council and party control which was adopted at the provincial party conferences held in early April 1924 in Tomsk and Irkutsk. The second stage started in April 1924 and finished in February 1925. The unification of the regional and provincial party and council control bodies took place. By the autumn of 1924 the unification of the state machinery, Control Commissions and Workers' and Peasants' Inspection was completed in the provinces. Joint bodies started sharing the place of work. The joint Control body started to work in the Siberian center. In the course of unification significant changes among the head staff of provincial WPI occurred. In all provinces except Irkutsk new heads of provincial WPI were appointed. In 1925 the uniformity of the provincial Control body's leadership was established. The process of reorganization, a fundamental point of which was the organizational integration of the party and state control, was completed. With the help of this unification the Workers' and Peasants' Inspection was put under the direct control of the party. The main aim of the reorganization of the Control bodies was the improvement of the state machinery. They were supposed to help the party and council authorities to make the state machinery more effective, simple and inexpensive. The joint Control bodies played a considerable role in the process of party and state personnel being purged soon afterwards.
