Migration control by international organizations
Every country has the right to define goals and objectives of migration policy by developing a set of measures regulating migration, where a necessary condition is to follow certain legal norms and international standards contained in documents of international organizations. Ratifying international conventions regulating migration process, countries recognize the priority of the international law over the national one. It is important both for the country's integration into the global community, and for the migrants, whose rights considerably increase abroad and require protection. Currently a number of institutions, primarily the UN and some regional groups, are involved in issues of migration and labor sources. In addition to UN, migration is regulated by specialized organizations, such as ILO, IOM, UNHCR and others, including relevant authorities of the Kyrgyz Republic (KR). The ILO work as one of its objectives provides for regulating migration. A number of international treaties adopted by WHO contain special norms on physical health of migrant workers. The ILO objectives in Kyrgyzstan include protecting labor migrants and improving their work conditions. ILO plays a central role in promoting the policy of minimal risks for labor migrants. The role of the IOM is also increasing. It is aimed at ensuring ordered and planned international migration, its organization, exchange of experience and information on these questions, facilitating political and practical decisions which can benefit interested governments, migrants and organizations. KR cooperates with the United Nations High Commissioner for Refugees (UNHCR) and other refugee organizations acting on behalf of the UNHCR, and contributes to their activities on compliance and implementation of international instruments related to refugees. Main work is fulfilled by the Ministry of Foreign Affairs, working directly with KR representations abroad (embassies, consular services, Labor Attache and others) and the Ministry of Labor, Employment and Migration. In May 2006 Memorandum on Cooperation between the State Committee of KR on Migration and Employment and the International Organization on Migration and Counteraction to Human Trafficking was signed on this regard. Within the framework of this memorandum, large-scale awareness campaign is organized across the country to raise awareness of all aspects of migration. In this way, since independence Kyrgyzstan ratified almost all international instruments addressing migration issues. According to international standards and to the extent possible, the national law was brought into conformity with these norms. Kyrgyzstan's cooperation with organizations specialized in migration defined priorities of the state migration policy, civilized entrance of KR in the international labor market ordering foreign labor, fights against illegal migration, human trafficking, work with refugees, integration of the ethnic Kyrgyz returning to their homeland and optimization of migration processes.
