Systems approach to the study of control over the sociocultural service of population as a two-level system

The expansion of the sphere of service, including the working conditions, routine, leisure and the social organization, increases its social significance in the vital activity of the person and the society on the whole. The services of sociocultural nature are increasing in the structure of consumption, so they form the way of life (routine) conditions and leisure; they contribute to the economical utilization of free time, to improvement of the quality and the standard of living of the population. Special significance in the social practice in the process of satisfaction of the needs of individual acquire not only individual demands, but also control processes of people's social actions. This causes not only the need of the scientific examination of service as a social system, but also creating the system of organization and control. The structure of the system which characterizes connections and relations ensures stability of the system. Sociocultural service as a social system is a multilevel, multifarious object. The system is characterized as an open one, it includes organizing elements which interact between themselves and surroundings. The system approach to the distribution of functions and tasks according to the levels of the system makes it possible to examine management as a system and as a process. The structure, which characterizes the connections: hierarchical, functional, interfunctional, and also formal and non-formal relations, reflects the characteristics of the system: integrity and goal achievement. It is necessary to develop the policy of control of a social object and to form rules and regulations due to which the conditions are created and administrative activity is realized. The normative system, in which the rights and responsibilities are distributed according to its level, makes it possible to find the balance of centralization and decentralization in control and to preserve the structure of a multilevel system. The normative characteristic of the social sphere in Russia makes it possible to see the overall outlines of control levels. It is important to reveal the rights and the responsibilities (authority and responsibility), the purposes and the means, to distribute them according to the levels: state - region - city. The effectiveness of system control is determined by its correspondence to the structure of society (group), to the conducted reforms and social policy. As a result, it is possible to build different models of control of the system "sociocultural service".
