The activity of "Komsomol Projector" detachments and groups on the increase of rail transport work efficiency in Western Siberia in 1965-1991
In the article the author notes that the success of the operation of railway transport depends on the completeness of control over it. The author also states that in the ideological-normative construction of the socialism Bolshevik-Leninist model which the main carriers of the Soviet system formally adhered to until its collapse, with most important features of accounting and control. The domestic historians including the Soviet epoch ones fixed paradoxically little attention to the above-mentioned features. The author acknowledges the diversity of forms of control and accounting in the Soviet system, and sees a specific form of control by the units and groups of "Komsomol Projector" ("KP") - a special structure in the Young Communist League responsible for public control over the permissible aspects of life in the USSR by members of the Komsomol. The professional interest of the author is the development of rail transport in Western Siberia in a variety of related subjects. In the past of the Soviet history workers of the industry had many important initiatives. Among them was the organization of "KP". This direction and form of work became an All-Union phenomenon. The principal features of it appeared in the history of the Kuzbass offices of the West Siberian, since 1979 Kemerovo Railway in 1965 - 1991. The article shows the moment of establishment of "KP" bodies, directions, forms and methods of their work, unlike similar bodies of the 1920-1930s. The author analyses relationship of the "KP" system to the mechanism proposed by the economic mechanism reform in 1965. The author reconstructs the chain of "KP" administration. "KP" is seen by the author in the Soviet structures, including the interaction with the editors of local newspapers, organization of raids, joint press organs and people's control. The author notes that "KP" organs did not only point out the defects, but also joined in to overcome them. The work of "KP" bodies is critically evaluated: the author points their positive role and gives the reasons that neutralized the efforts of "projector-ists". The author focuses on the mutual influence of "KP" and the Soviet system in the context of the recent crisis. In the end, the author concludes that the late Soviet system lost incentives to regulate the transport and find effective measures to influence the disadvantages. Rejecting the measures of the 1930-1940s, the system was not able to work out new, historically appropriate conditions generated by the economic reform in 1965. In the conclusion, the author encourages researchers to pay more close attention to the causes, conditions and consequences of this reform, which will enable a new level of quality to explore many of the themes of not only the Soviet history.
