Creative industries: administrative and academic approaches to the definition
The article reviewed scientific and administrative approaches to the definition of creative industries. The main criterion of the administrative approach is economic potential in the creative work or creative product. According to QUT scientists, creative industries are based on the arrangement of production and consumption. Creative industries are characterized as economical branches which exist as the social network markets. The scientific approach examines the structure and content of creative industries. Bases of creative activity as a key factor of social and economic progress study have been laid in Great Britain. In the administrative approach economic potential is prevalent and in the scientific approach vital action dominates. The main difference between these approaches is connected with the understanding of creative industries. The scientific approach is more relevant, because the research of life activity ways and interactions with the external world allows to develop principles of cultural policy for increasing the efficiency, level and quality of a life. In the definition of creative industries, it is necessary to consider the following components: creativity as an ability to generate innovative ideas, creativity as an ability to be creative, productive capacity, the ability to establish high-quality and stable relations, economic potential, symbolic value, possibility of creating something elite or exclusive. Analysis of such prominent creative industries as publishing companies, producing centers, television broadcasters suggests the existence of a universal structure of interactions not only inside, but also outside the industry. Creative industries include creative work subjects, agents, producers and production systems and consumers of creative products and services. Between these subjects interrelations of various types are built; they help the creative industries to live and new creative products and services to appear. The basis of creative industries is creative work subject with different subjects around it, they co-operate and get an opportunity to gain profits. Availability of actors and interactions between them let us suggest that creative industries exist as network structures. There are different types of subjects and different types of interactions between them in any creative industry. That is why we can suppose that these network structures are complicated. Further in this research, the author plans to examine creative industries as complicated network structures. Background for this position is the cluster approach to the development of creative industries and actualization of new networking practices in creative work.
