The andragogical approach application as a general scientific basis for the health professionals' information competence formation

The order of the Health Ministry of Russia No. 364 from 28.04.2011 approved the Concept of creating a unified state information system in health care. The modern information technologies introduction is becoming one of the priority directions of the medicine industry development. A developed unified state information system in the health sector consists of information technology and hardware, providing information assistance of methodological and organizational support of the health system participants. A major factor in the successful development of health informatization is the information competence formation of doctors on the basis of scientifically reasonable methodological approaches taking into consideration the features of the subject, age and professional features. We have introduced the concept of uniar interaction in andragogy - communication of the teacher and the students whose goal is to find mutual solutions to emerging professional issues. The result is the emergence of qualitatively new knowledge in each of the interacting sciences. The result of the uniar approach introduction in practice in the doctors' additional postgraduate education cycles is the experience, knowledge and skills of the teacher and the students' integration; it makes the learning process optimal for the current group and lays the foundation for training in the following groups. Education, passing through the uniar interaction and containing elements of mutual and intercommunicating dialogue creates the classroom atmosphere of partnership and mutual assistance. It allows the teacher to learn directly about the current needs of medicine and information technology and, according to the information received, to modify and adapt the content of the course for subsequent groups. The presence of life, domestic, social and professional experience, the desire for independence and self-government, high motivation to learn, as well as the specifics of the medical audience due to the fact that doctors are highly professional, have a high social status and are able to learn, participate in meetings, councils and conferences every day, make it impossible to train information technology to health professionals basing on standard techniques focused on undergraduate education. That is why the andragogical basis is required in using specific technological approaches and teaching methods. Application of the andragogical approach at the level of general scientific research serves as the basis for further research of the problems of specific scientific methodological and technological level of research.
