BRICS agricultural markets: conditions for cooperative innovation development
Cooperation development on the agricultural markets of the BRICS countries is one of the most promising directions for the Russian Federation in current conditions. Because the BRICS countries total production of many key agricultural products reaches 30-50 % of their world production. Fortaleza Declaration 2014 confirms the intention of the BRICS countries to develop cooperation in the field of agriculture. The aim of our research is to analyze the BRICS countries agricultural markets which are most significant for the development of the BRICS economies and the global economy. Also the aim is to substantiate the need of an international institution that provides effective development and implementation of innovations on the BRICS countries agricultural markets. According to our analysis, the most important agricultural markets for the BRICS countries are the markets of milk, grain (rice, wheat), meat (pig, cattle, chicken), tomatoes, eggs (hen, in shell). Accordingly, these markets are most perspective in terms of their co-regulation and the establishment of institutions for joint innovations. The agricultural sector of developing countries, including the BRICS countries, has a range of problems which should be solved. There is a depletion and degradation of land and water; negative impact on the environment; the need to increase agricultural production; the problem of hunger; the problem of bio-security and many others. The problems of the BRICS countries agricultural sector are so complex that to solve them we need innovative projects implemented at the level of international institutions. But the BRICS countries are not an economic integration group yet and they do not have any common regulators. So the BRICS countries agricultural policy is carried out by national governments, and policy measures taken to solve agricultural problems remain fragmented. Thus, establishment of an international institute and related domestic institutions which could promote the development of the BRICS countries agricultural sector and the implementation of effective innovations is becoming an increasingly important issue nowadays. We would like to suggest the Institute of Agrarian Markets Development of the BRICS countries (BRICS Agrarian Development Institute). The model of the BRICS Agrarian Development Institute is based on the methodology of the systems approach (the directions of cybernetics and synergetics) and on the model of a self-organizing system. Requirements for the BRICS Agrarian Development Institute are designed according to the BRICS principle of fair governance and to the systems approach principle of self-organization. The structure of the BRICS Agrarian Development Institute is based on the model of a self-organizing system. The concept of the BRICS Agrarian Development Institute technology is introduced in this paper. Technology of the BRICS Agricultural Development Institute can be implemented as an on-line technology (in electronic form through the Internet in mode of real time). But it requires the introduction of the electronic external legally significant document circulation among the BRICS countries. The BRICS Agrarian Development Institute will reveal and promote innovations and projects taking into account the interests of the project stakeholders. The Institute will ensure the qualitative development of the BRICS countries agricultural sector.
