Public forces for the development of the region: the historical experience of the Far East

Modern problems of development of Russian regions, gradually involved in the field of the global crisis, are forced to seek, first of all, solutions in the field of social problems and contradictions. In this regard, of particular interest was the study of the historical experience of the regional cooperation between the authorities and society, in the course of their implementation the most optimal strategy of social and cultural development of the Far East region of Russia was worked out. The study of the regional project and attraction of public organizations to the solution of the key problems of the region is also interesting in terms of identifying the features of formation and development of the social forces and the Far East specifics of the relations between public and state structures. The work gradually reveals the philosophical, political and sociological aspects of interaction of the authorities and society, turning to the description of the structural elements of the domestic policy of the Far Eastern administration in the last third of the 19th century. The material allows us to trace the algorithm of actions of local authorities and NGOs in the region, but gives an idea about the evolution of regional policy and its principles, the dynamics of cooperation of NGOs and the General-Governor's authorities, as well as the reason of change of regional policy priorities. The article discusses such issues as the structure and principles of the Far East public organizations' activity; the relationship of NGOs and local government. The article considers the principles of the regional social project aimed at constructing the foundations of the social life of the region; the general structure of the solution of the most acute problems of the Far East; cooperation of the local administration and regional public organizations in three directions: charity, cultural and entertainment activities, development of relevant industries. A general conclusion is made about the possibility of "administrative" functions of public organizations and their place in the management practices of the leaders of the local administration, about the formation of a principled position of the representatives of the local administration, regional governors and the Amur Governor-General regarding public organizations of the pre-revolutionary Russian Far East based on the possibility of relying on the sense of civic duty in the Far East. The main principles of management practices from different parts of the local administration confirming the successful experience of creating a system of balancing the forces of society and the possibilities of the authorities in the history of the Far East are stated.
