The European experience in the development and implementation of innovative policy of economic system development
A study of the European experience in the development and implementation of innovative policy of economic system development is appropriate and important for reducing the vulnerability of the domestic economy in the face of many global challenges such as the exhaustion of natural resources, population ageing in developed countries, increasing income differentiation, deterioration of the environment. These challenges require a rational response to the level of innovation policy, launch of new innovative strategies for the development of the national economy. United Kingdom, Germany and France are in the European Union and are respectively the twentieth (1.76 % of GDP), ninth (2.82 % of GDP) and fourteenth (2.25 %) in the world in the absolute value of R&D costs. The share of the federal budget ranges from 35 to 45 %. In the 1980s the countries of the European Union proclaimed the policy of closing the gap in innovation between Europe, America and Japan. European innovation policy is aimed at the development of the knowledge economy in Europe by promoting research, improving education policy, information technology development and creation of a favorable innovation climate. The overall objective of the regional strategies of innovative development is the economic development of the territory through the introduction and spread of innovation and culture of innovation among companies in the region, scientific organizations and innovation infrastructure. Increasing international integration processes, elaboration of a coherent economic policy characteristic of the common economic space of the countries, the EU members in particular, create a new opportunity: the development of a common innovation policy at the level of the Member States of the community. Development of a common competition law; use of accelerated depreciation, which are essentially interest-free loans for the purchase of the latest equipment; tax incentives for research and development; promotion of small knowledge-based businesses; direct financing by enterprises to promote innovations in the areas of emerging technologies; promotion of cooperation of the University of science and technology-intensive companies producing products: this is an incomplete list of the attributes of the innovation policy in the European Community which, in fact, gives equal opportunities to the national enterprises of EU Member States in the sphere of innovation business. Harmonized at the level of the Member States of the EU, innovation policy is the logical conclusion of the coordination activities that stimulate innovative business in the community in general.
