Some measures on the prevention of drunk crime

In Russia there have been lots of attempts to solve the problem of addiction to alcohol, drugs, toxic substances and of crimes associated with these diseases. Currently, legislation, medicine, police, morals, various anti-alcohol and anti-drug organizations oppose alcohol and drug abuse. But those activities are ineffective because the reasons for these negative phenomena are much deeper: in the way of life of the population, in close connection with general socio-historical, material and economic, moral, ideological, political and legal reasons. As a result, at present time the system of social prevention of alcoholism, alcohol abuse, drug addiction of the population does not work, there are no severe and enforceable penalties for crimes and administrative offenses committed in a state of intoxication, as well as for illicit trafficking of alcohol and drugs. These penalties are ineffective because most of them are inflicted in the form of a fine or suspended imprisonment. Even those patients who have suffered the real punishment of imprisonment, upon release from the correctional facility, are overlooked, and as a result, they continue alcohol and (or) drug abusing. In our opinion, at the moment the most relevant measures to prevent crimes committed in a state of intoxication are as follows: 1. Promotion of culture of drinking. We propose to sell strong alcohol beverages only accompanied with hot food and only for adult persons in specially equipped areas during celebrations. 2. Prohibition of the production of cheap alcohol surrogate and the fight against those manufacturers producing alcohol beverages which do not meet mandatory requirements of standards, sanitary and hygienic norms. It is proposed to eliminate uncontrolled production, sales of low-quality cheap alcohol and simultaneously set up production of high-quality alcoholic products. 3. Limitation of the production of alcoholic beverages, which are proposed to sell only in special stores or in a separate department (departments) of a food shop with prohibited access for teenagers. The citizens have to be informed about this limitation. 4. Protection of public health, raising of level of culture, justice, morality, moral principles, organization of leisure and work, living conditions of those in need, etc. 5. Creation of a socio-legal system of prevention of drunkenness, alcoholism, drug addiction and drunken crimes aimed not only at increasing penalties for crimes committed while intoxicated, but also at the creation of a system of rehabilitation of persons suffering from alcoholism and drug addiction.
