Zoning of the Ob-Tom interfluve territory by the ecological and functional principle
In this article the authors offered a scheme of ecological and functional zoning on the example of the territory between rivers Ob and Tom like a division of the territory into zones with establishment of their functional purpose and mode of use, with definition of types and extents of anthropogenic impact. Thereby, ecological and functional zoning represents a set of methodological tools which are applied to creation of the spatial organization of activity of society in the concrete territory providing steady environmental management for preservation of the main functions. The territory of Ob-Tom interfluve is a developed territory, with a complex economic structure which allows to fulfill different models of optimization of environmental management now. This creates prerequisites for improvement of the territorial structure, development of the system of environmental management considering not only economic, but also ecological values. During the research of the territory, we used various cartographic, statistical and archival materials. The methodology of zoning consists of two stages: the first is allocation of functional (economic) zones; the second is the ecological component of zoning. At the stage of primary functional zoning we ranged the received results on the basis of land type classification and unified them by the prevailing factor of economic use of the territory. At the estimation stage we added the generalizing expert assessment, such as the anthropogenic transformation of the territory, its multifunctionality and functional conflict. The territory of our research is a complex, multifunctional, ecological, social and economic object; a reserve for expansion of the territory of the city; a strategic object because of using the groundwater intake; a zone of agricultural and forestry production; a territory of intensive recreational use. As a result of the complex analysis, we made a detailed description of natural and economic conditions of each concrete site, including important factors of development, the list of real and potential problems, the key conflicts of resource consumption, the list of the sites most sensitive to anthropogenic impact. Thus, carrying out complex ecological and functional zoning of the territory is a necessary condition for the organization of the territory for the purpose of habitat preservation. In general, it should be noted that the designed scheme has an expert character, yet it is of big importance when developing the now available organizational and legal actions in the territory arrangement for more effective and ecologically safe system of environmental management and creation of the monitoring system of environment condition.
