Organizational principles of the tourism industry in Primorsky Krai (1989-2000)
The development of the law on tourism in the Soviet Union was formed under the Central Council for tourism and excursions (CSTE). In the Far East region there were regional, provincial, city and district councils on tourism and excursions within the jurisdiction of CSTE. The Primorsky Regional Council for Tourism and Excursions managed and planned work in the field of tourism. Under the conditions of centralization, the Regional Council for Tourism and Excursions became the leading reference link in further development and improvement of tourism and excursions. The reform of the state apparatus in the Far East of Russia began with the renaming of the Central Council for Tourism and Excursions into the National Tourism Board, and the Primorsky Regional Council for Tourism and Excursions into a tourist firm Primorsktourist. In 1991, Primorsktourist joined the Russian Association of Social Tourism (RAST) and included a program on domestic family tourism development in its strategy. A characteristic feature of the transition period of 1989-1992 was the absence of new regulations in the field of tourism. The reason for this fact was the inconsistency of legislative acts at the highest state level. It should be noted that with different periodicity and new attempts to develop the concept of tourism development, the industry itself was attributed either to the economic sphere, or sports. The result of the uncertainty was inhibition in the formation of the system of tourism authorities in the regions. The next stage of structural transformation in Primorsky Krai was marked by the establishment of the Committee on Tourism of the Administration of Primorsky Krai in 1993. The importance of this event was to fast track the establishment of order in the legislative and normative documents. Also, the period of 1990-1993 is defined as one of the most active in the formation of post-Soviet tourism. Primorskturist takes an active part in the national fair Tourism-92 and Tourism-93. However, the restructuring and streamlining of the executive authorities was quite a long time. Primorsky Krai made a major step forward when it developed strategies and concepts for tourism development until 2005. The conclusion is that the study of the organizational framework, conditions for the establishment of the management system, reasons for its structural transformation allows using the unique historical experience for the development of a regional policy in the sphere of tourism.
