Methodology for reconciling the interests in the health care system based on the matrix of preference

Currently, issues related to the formation of a technique of coordination of interests of participants of the system of health care are relevant because they determine priorities in the further development of the entire health care system. The article presents the methodological tools to harmonize the interests of medical activities; the basis of the construction is the matrix of preferences. The main objective of the matrix of preferences is the analysis of the possibility of achieving a balance of interests of all stakeholders of health care activities. Analysis of the regulatory framework and the scientific literature has shown the feasibility of a limited range of basic subjects of the relationship by the formula 4 + 3. Given the poly-subject provision of health care and medical services, the main subjects of analysis are determined as follows: public institutions; people (from the external environment of health care); medical organizations; health workers (from the internal environment of health care); health authorities; CHI Fund; medical insurance organizations (representatives of the health insurance system as a leading financial health care system of Russia). Using a binary analysis of the formation of methodological tools for the analysis of the matrix allowed revealing the essential characteristics of the analytical parameters of a subject's medical activities and correlating them with the characteristics of the analytical parameters of other subjects of medical activity. Presented methodological tools for constructing the matrix of preferences allows forming an array of analytical data for the management of the health system. Matrix allows us to consider the problem from different angles, to take into account the interests of the various actors of the health care system. In the future, it is possible to use the information in other assay systems, e.g., in a SWOT analysis. Using the matrix of preferences in the process of strategic planning of the national health care system will identify the essential characteristics of the analytical parameters of the subjects of health care activities as well as their ratio (contradiction, consistency). The practical component of the article is a sample from the homogeneous matrix of preferences and fan-analysis of the feasibility of preferences of the subjects of health care activities.
