Problems of formation and realization of the innovation policy of economic systems development in the context of modernization

Full development of innovations in recent decades became one of the main national priorities in the leading Western countries. Generation of new ideas embodied in high technology innovation today largely determines the quality of the socio-economic development of countries and the welfare of their citizens. The level of innovative activity, the situation on the world market of high-technology products is directly related to its national security. To strengthen the innovation processes, a number of countries have been forming national innovation systems as the basis for the development of innovative economy since the mid-1980s. An innovative system allows increasing the intensity of the country's economic development through the use of effective mechanisms to receive, transfer and use scientific engineering and innovation activity in the business practices. Fast growth of investment, first of all, private one, into advanced technologies, effective innovation strategies and mechanisms of financing research and development which ensures investment in the most promising highly technological projects and their high accessibility for all subjects of innovation activity contribute to the innovation boom in the West. As a guideline, Russia also chooses the innovative model of development. In particular, it was stated in March 2002, at the joint meeting of the RF State Council and the RF Security Council on the policy of the Russian Federation in the field of science and technology development for the period up to the year 2010 and beyond; it was repeatedly stressed by the President of the Russian Federation. However, the process of innovation economy development in Russia is extremely slow. However, it is today with favorable conditions for the investment growth in the country that steps must be made towards fast modernization of industrial production, development of knowledge-intensive industries providing a high level of added value. In other words, in reality, rather than at the level of declarations, transition to an innovative economy must be made. With this new, modern level of innovation policy, there should be a comprehensive system of measures to promote, develop, support, manage, plan and monitor processes of innovation in science, technology and material production linked to adequate accompanying measures in key sectors of society to combine the creation of all necessary conditions of current and future socio-economic development of the state.
