The formation of personal local studies culture in municipal rural libraries (on the material of the activities of the libraries in Verkhneketsky, Teguldetsky and Chainsky Districts of Tomsk Oblast)

Modern society needs a personality of a new socio-cultural type. Common cultural competence arises as a consequence of the formation of the primary personal culture, understood as "fundamental characteristics and personality traits that allow the individual to develop harmoniously in agreement with the culture s/he lives in, without conflicting with it, making a contribution to its development". The primary personal culture includes: culture of life and self-determination of family relationships; economic, political, legal, environmental, domestic and moral culture; intellectual, artistic and physical education; culture inter-ethnic communication and work. Local history is an interdisciplinary concept and can be traced in almost all aspects of basic cultural identity, allowing them to implement it on the regional material. The concept of local studies and culture is a general notion and includes regional aspects of civil, moral, economic, labor, family, artistic, intellectual culture that constitute the basic structure of the personal culture. Different social institutions in modern society, including the crucial activities of libraries, form the personal local studies culture. Local studies activity acquires particular importance in rural libraries. They are one of the few popular free social institutions in small areas that collect, organize and provide information about the history and current state of the respective areas. The subject of this article is the research of the activities of rural libraries of Tomsk Oblast on the formation of personal local studies culture. The territorial borders of the research are Verkhneketsky, Teguldetsky and Chainsky areas. The source base of research is the information from library websites, analytical reports on the activities of the libraries for 2011-2014, representing the latest information on the current state and trends of library activities. Local studies are realized on the basis of cultural and educational events for different categories of readers, as well as the formation and use of a specialized library fund, which is an ordered set of documents related to the territory by its content and origin, multidimensionally reflected in the reference and search aids of a library. The composition of a local studies fund is quite diverse and includes books, pamphlets, periodicals, maps and atlases, posters and postcards, as well as electronic documents. A detailed analysis of the planning and reporting of library documentation shows that local studies in a rural library are multidimensional and cover virtually all areas of the formation of the basic culture, implementing them on the regional material, which actively promotes the formation of local studies culture.
